Community and industry support clears the path for growth
Gregory-Portland ISD uses voter-approved school bonds to improve facilities, support students
Understanding School Bonds
Texas school districts may use voter-approved bonds to fund capital improvements such as new facilities, renovations, safety improvements, technology infrastructure, equipment replacement, and other long-term assets.
Districts use the Interest & Sinking portion of the local tax rate, which is not subject to recapture, to repay bonds.
Maintenance & Operations (M&O) Rate
$0.7637 per $100 of assessed property value. These dollars support everyday expenses like salaries, supplies, and services that keep the district running.
Interest & Sinking (I&S) Rate
$0.3400 per $100 of assessed property value. These dollars are dedicated to repaying debt from voter-approved bonds used for construction and major facility improvements.
Voter-approved bond dollars stay local and directly support improvements within the district.
G-PISD has strategically utilized voter-approved bond programs over the last decade to reinvest approximately $500 million back into district facilities, infrastructure, technology, and learning environments.
These investments have transformed the district and supported the needs of students and staff while also protecting and extending the life of community-owned assets.
Projects include:
- Early Childhood Center
- Wildcat Stadium and athletic improvements
- Operations Complex
- Family Resource Center
- High School renovations and additions
- Career & Technical Education (CTE) improvements
- Agriculture Science facilities
- Safety and security enhancements
- Technology infrastructure upgrades
- Fine Arts improvements
- Facility replacements, renovations, and capital improvements districtwide
Bond projects are the result of continuous long-range planning, facility assessments, community input, and responsible financial strategies. The district is committed to ensuring responsible stewardship of bond funds and regularly…
- Conducts facility condition assessments to evaluate current and future needs
- Maintains long-range capital improvement plans
- Plans for equipment and facility replacement cycles
- Invests in technology infrastructure
- Prioritizes safety and security needs
- Protects taxpayer investments by maintaining facilities appropriately
Bond defeasance is a financial strategy through which G-PISD uses existing cash or surplus funds to pay off or retire voter-approved debt early, saving taxpayers millions of dollars.
Because of the district’s strong industrial tax base and industry partnerships, approximately 90% of the district’s voter-approved bond obligations are
supported by business and industry taxpayers through the I&S tax rate. This means the district has been able to make significant investments in facilities, safety, technology, and infrastructure while reducing the overall impact on residential taxpayers.
These partnerships have created a rare opportunity to reinvest local dollars back into local schools and ensure that students and staff have access to high-quality learning environments.
